Across the country there is a desperate need for more housing, and in Barking and Dagenham the situation is no different. We need more affordable homes for local people.

As one of the solutions to this problem, the council is proposing to redesign the layout of some of the areas where they have older housing. This will allow them to build extra, good quality homes.

As part of this, and following consultation with residents, the council has decided to replace the existing properties at 2 & 4 Stebbing Way and the odd-numbered flats at 53-135 Roxwell Rd (the even numbered flats are not affected.)

The council has asked us, at Be First, to carry this forward. We plan to work with residents to design new, top quality homes on the site.

It is important to remember that before the rebuilding goes ahead, we will help residents to move to alternative housing. But, we will guarantee residents the right to return, if they want to, once the work is completed, which we anticipate would be by the summer of 2023.

Everyone who wants to return will have the opportunity to get involved in the design of the new homes. There are other rehousing options for those who do not want to return.

If our plans are agreed, residents will be fully supported through this process. We will help them find suitable alternative housing by the end of 2021 and we will cover all the costs of moving home.

Update May 2021

Since the council gave the initial planning permission for the new homes, we have now made some final amendments to our designs, and expect to seek final planning permission towards the end of Spring 2021. We hope to get planning permission by the end of the summer. But before we do, please:

    We are still making offers of accommodation and viewings and moves are still going ahead albeit under strict guidelines to ensure that we limit face to face contact.

    Yes, we will still rehouse you if you have arrears as long as your homeloss payment (currently £6400) can cover the arrears.  

    Your decant officer can explain this in more detail and there is a section in the Decant Charter which you should have been given at the time of your rehousing visit which explains this too.

    This proposal directly affects 2 & 4 Stebbing Way and the odd-numbered flats at 53-135 Roxwell Rd only.  The even numbered flats are not affected.  We have sent information to neighbouring properties for information only.

    The Council can only rehouse Secure Council tenants affected by the estate renewal regeneration programme, so they will not rehouse private tenants.

    You may be able to register for council housing by completing the the online Choice Homes Housing application form.  If you have any difficulty with this you can contact the Housing Advice Team at John Smith House on 020 8215 3000.  They will assist you in completing the application form.  

    But, there is a long waiting list for council housing and not everybody is eligible.  You may need to make alternative arrangements yourself.

    We are currently visiting tenants who are already registered for a housing transfer, and these visits will continue during December. 

    We will start to visit tenants who not already on the housing register between January and April. We will start at the top and move downwards. So, we will visit tenants on the top floors in January and February, and the ground floor in March and April.

    We will contact you in advance to arrange an appointment at a convenient time for you.

    Our surveyors will be contacting leaseholders early in the New Year.

    This directly affects the residents living at 

    • 53-135 Roxwell Rd, and
    • 2 and 4 Stebbing Way
    These homes will be completely rebuilt. Other properties in Roxwell Road will not be affected, though there may be some minor inconvenience while the demolition and rebuilding is underway (which we will endeavour to keep to a minimum).  We hope that other neighbours will benefit from the improved environment, once the work is completed.
